The City of Saint John has a new top administrator. Common Council officially appointed Ian Fogan as the city’s next Chief Administrative Officer, effective March 10, 2026.
A Veteran in City Leadership
Fogan brings more than 25 years of leadership experience spanning both the public and private sectors. As a frequent member of the City’s senior leadership team, he previously guided major local initiatives. His history includes long term financial and capital planning, transit modernization, enterprise risk management, and intergovernmental relations.
He holds a Master of Business Administration from the University of New Brunswick and maintains professional designations in risk and insurance management. Fogan knows the administrative position well and served as Acting Chief Administrative Officer during temporary absences in the past.
