If you live in Saint John, you know how important effective social programs are for the community. New Brunswick public advocate Kelly Lamrock wants to change how the province delivers these vital social services. He proposes a new Non Profit Opportunities Unit to make the system more responsive and cost effective.
According to a report covered by CTV News, Lamrock believes the current system relies too heavily on rigid government bureaucracy. He wants to empower local problem solvers in communities across the province.
“It is a way for communities to spot problems and propose solutions and get government to fund the solution closer to the community,” Lamrock said.
He compared the system to a boat. The government needs to steer, but the rowing needs to happen closer to the individual.
Focusing on Human Results
The proposed unit shifts the focus from following manuals to tracking actual human results. Instead of checking boxes, the system measures success by whether vulnerable people secure housing or improve their quality of life.
Lamrock criticized the Department of Social Development for being too bound by rules. Earlier this year, he released two reports blaming systemic failures for the deaths of a 16 year old boy and an elderly woman.
Saving Taxpayer Dollars
Spending more on social services upfront prevents costly crises later. Lamrock suggests using social entrepreneurship contracts to focus on preventative measures.
Investing in programs for at risk teenagers recovering from addictions reduces the number of youth entering the justice system. This approach saves massive amounts of taxpayer dollars currently spent on emergency rooms, police, and courts.
“The resources are all with the folks who move slowest,” Lamrock said. “And maybe there is a way to get the resources in the hands of the most nimble problem solvers.”
Government Response
Social Development Minister Cindy Miles did not immediately commit to the changes. She stated the recommendations deserve careful review.
“We will take the time necessary to thoroughly assess the recommendations before determining next steps,” Miles said.
She noted her department agrees with building strong partnerships with the non profit sector and focusing on better outcomes.
