A New Chapter for Housing in Saint John
The City of Saint John has taken another significant step in its mission to address homelessness, welcoming the first residents to the new Thorne Avenue Neighbourly Homes community this week. This project offers a safe and supportive transitional space for individuals moving toward permanent housing.
According to a press release from the City of Saint John, the first courtyard of homes opened on Wednesday, November 5, with a second courtyard scheduled to open on November 14. This initiative is a key part of the city’s broader Housing for All Strategy.

What is a ‘Green Zone’ Community?
Thorne Avenue is the second site to operate under the city’s “Green Zone” framework. These zones are designated city-owned properties developed to provide transitional housing along with essential wrap-around support services. The first Green Zone on Egbert Street is already a success, with 25 of its 27 units occupied.
The community, developed and operated by 12 Neighbours Inc., features heated mini-units arranged in a courtyard style. Residents have access to shared facilities, on-site staff, and critical support services. “It’s more than the opening of a special community, it’s an affirmation of our city’s commitment to compassion, innovation, and action,” said Deputy Mayor John MacKenzie at the launch. “This site is a promise… that in Saint John, we will continue to show up, stand together, and build a future where no one is left behind.”
The project received $3.5 million in funding through the Unsheltered Homelessness and Encampments Initiative, a partnership between the federal and provincial governments.
