“This project will be the catalyst for additional housing development while supporting continued commercial development,” Crossman said.

The upgrades directly impact ELCE Developments Inc. Developer Bill Hennessey plans to build 956 housing units off Elmwood Drive. The Eastgate Village project includes single family homes, townhouses, and apartments. It also features a private school called Eastgate Academy near Irishtown Nature Park.

City council approved the subdivision plans in 2022. However, they capped construction at about 100 units until the city upgraded the sewer lines. With the funding secured, the full project moves forward.

“We have got the project ready to go now,” Hennessey said.
